Das Grundstück ist bis zu einem Brand 1826 im Besitz der Fabrikanten-Familie Schachtrupp (vgl. „Hintergebäude“). Anstelle von zwei abgebrannten Häusern errichtete hier 1827 Berghandlungsfaktor Blum sein Haus. Das Haus ist freistehend, aus Brandschutzgründen mit Bauwich zu beiden Seiten. Es handelt sich um einen Fachwerkbau mit Zwerchhaus straßenseitig. Teilunterkellert mit Gewölbe-Keller; Zugang vom Hof. Der obere Türsturz ist dicht über der Erdoberfläche noch erkennbar. Zudem wird das Haus durch einen Teil des langgestreckten Gangkellers des Hintergebäudes unterquert. – Wohl aus der Erbauungszeit stammt die Biedermeiertür an der Seite zu Nr. 16.
Der Erbauer Georg Heinrich Blum ist Kaufmann aus Northeim, ab 1813 Administrator beim Oberfactor Johann Friedrich Schachtrupp; später Berghandlungsfactor und Fabrikant, Erbauer der Blum`schen Tuchfabrik, † 1865.
Erste Parochialschulen auch für Mädchen gab es bereits im 16. Jh., später Bürgermädchenschulen. 1830 gründeten Apotheker Bornträger und Berghandlungsfaktor Blum die Höhere Töchterschule im Eckhaus Scheffel-/Marktstraße. Unterrichtet wurde Lesen, Religion, Recht- und Schönschreiben, Geschichte, Geografie, Mythologie, Singen, Französisch, Nähen, Stricken und sonstige Handarbeiten. Die Gründung aus Privatinitiative ist ein Zeichen des Bildungsbürgertums im 19. Jhdt. 1908 zog die Höhere Töchterschule aus den vorherigen Schulräumen im Schachtrupp-Palais um in das Blum’sche Wohnhaus. Wohl war das Haus in städtischem Besitz, die Schule selbst war trotzdem immer noch eine private. – Im Dachgeschoss gab es ein durchlaufendes Fensterband, da sich hier der Zeichensaal befand. Zwar wurden Jungen und Mädchen gemeinsam unterrichtet, aber getrennt: die Mädchen saßen auf den hinteren Bänken.
Aus dieser Höheren Töchterschule wurde eine städtische Mädchenschule und aus dieser 1930 das Luisen-Lyceum. – Während der NS-Zeit gab es in der Oberstufe für Mädchen einen sprachlichen und einen hauswirtschaftlichen Zweig. Im letzteren stand der Dienst „als Mutter“ und für die „Volksgemeinschaft“ im Vordergrund. Daher wurden ab jetzt Jungen und Mädchen getrennt erzogen, damit den „Anlagen und Aufgaben der Mädchen in Familie und Beruf“ besser Rechnung getragen werden kann.
1958 gab es hier im EG eine Bücherausleihe, 1959 kam die Volkshochschule Osterode e. V. dazu. 1971 wurde das Gebäude durch die damals sog. Sonderschule ergänzt, und 1976 erfolgte der Umbau zur Stadtbücherei.
