Die Straßen Obere und Untere Neustadt bildeten das 1238 gegründete eigene Stadtviertel, das am Neustädter Tor endete. Die ersten Bewohner lebten hier spätestens seit dem 13. Jh.
Bei Grabungen 1983 hat man auf dem Grundstück Tonscherben gefunden, z. B. Fehlbrand aus dem 13. Jh. Dies spricht dafür, dass sich hier seinerzeit eine Töpferei befunden hat. Gleichzeitig gab es Spuren einer sog. Kloake sowie einer Miste an einer anderen Hofstelle, was Tierhaltung andeutet. Beide letzten Funde mögen aber seinerzeit auch zu einem Nachbargrundstück gehört haben.
Im 17. Jh. befand sich hier wohl ein Krug. Der Vorgängerbau des jetzigen Gebäudes brannte 1826 ab und wurde auch 1826 wiederaufgebaut. Um 1888 befand sich im Gebäude der Verein „Herberge zur Heimat e. V.“ Außerdem gab es hier u. a. einen Zigarrenfabrikanten, die Allgemeine Ortskrankenkasse für Osterode und Freiheit bzw. des Kreises Osterode. Zudem noch eine Brauerei sowie eine Druckerei.
Das Fachwerkhaus zeigt einen Segmentbogen über einem Windfang. Die breite Flügeltür besitzt kein typisches, eher schmales Oberlicht, sondern trägt zu etwa 2/3 längs-rechteckige Einzelglasscheiben und im unteren Bereich der Holztür quer liegende Rechtecke als Türschmuck. Das Obergeschoss zeigt einen Beschlag sowie eine geschwungene Dachform.
